A few days after the entry into force of the Energy Bill for the Fer Thermal GSE (Energy Services) has launched a new web section dedicated to Thermal Energy Bill, where interested users can find all the information on incentives and how to access .


28/12/2012 The decree regulates the incentives for small-scale interventions, implemented in order to increase energy efficiency or to produce thermal energy from renewable sources.
The Income Heat can access both public authorities and private citizens.

Requests for access to incentives will be permitted through an internet portal that GSE is developing: the interested parties may also use third-party financing, energy performance of a contract or an energy service, or they can use a ESCO.



But how incentives will be provided?
  • The GSE will provide equal annual installments, lasting between 2 and 5 years depending on the type of surgery and after compliance with the minimum requirements for eligibility under the Energy Bill.
  • The assignment, delivery and removal of incentives will be determined in accordance with procedures and timelines specified in the Application Rules, the GSE will publish within 60 days of the entry into force of the decree (on January 3).
  • After 60 days the maximum payable (700 million € for individuals and 200 million euro for the PA) will no longer be allowed to submit new applications for access to incentives.

What are the actions incentivabili?
  • Governments can make a request incentive for all types of intervention, using a reservation mechanism that allows you to make application before the actual implementation of the intervention (operation granted until it reaches 50% of the roof of cumulative annual expenditure planned for the PA).
  • The private sector, however, will require incentives only for small-scale works for the production of thermal energy from renewable sources and only after scoring the intervention.
Subscribing to Registers from specific
The replacement of winter heating systems with heat pumps and / or heat generating biomass, with heat output of between 500 kW and 1 MW, will have access to incentives only after enrollment in special registers and only if covered by rank list in cumulative annual expenditure ceilings, which changes depending on the applicant's: the upper limit for individuals is 23 million euro for the PA is 7 million euro.

Applications for registration to the Registrar, which will be made available on the web portal of the GSE, may be submitted from the thirtieth day following the date of first publication of the notice.
