SIGNATURE ON THE 4th ENERGY BILL

May 06, 2011
Signed on Fourth Energy Bill for the encouragement of energy produced by photovoltaic systems.

On May 5, 2011, the Minister for Economic Development Paolo Romani and Environment Minister Stefania Prestigiacomo, have signed the ministerial decree that determines a new discipline of modes that encourage the production of electricity from photovoltaic systems
modes

.

The measure lays the groundwork for the development of medium to long term of the sector, accompanying him to achieve economic self-sufficiency. Through the rationalization and a progressive reduction of tariffs, you have the ability to control and use more efficiently the burden on citizens and businesses.

These are the main features of the provision:

NEW REGIME OF INCENTIVES PROGRAM
The text removes any limit to the production with a new system of automatic adjustment of the level of incentives in relation to the total installed capacity will be fully phased in from 2013. During the transitional period there is a progressive decalage necessary to bring our country and community levels to protect the investments in progress. In addition, a maximum spending cap and a register kept by the GSE only on large systems, will allow the limitation of speculative phenomena. The tariff is determined by the perceived time of entry into the facility, with the guarantee of respect of the process connection by the network operator, in accordance with the times and the related penalties provided by the Authority for Electricity and Gas. With this new system is expected to reach grid parity - that is, the competitiveness of the technology - already 2017.

BONUS OF AMIANTHUS , OF LAND RECLAMATION AREAS AND EU PRODUCTION
The decree also provides a set of tools to strengthen and enhance the Italian industrial supply chain involved in the production of photovoltaic systems, such as:
-   premiums for installations aimed at the replacement of asbestos, for the realization of installations in areas to be reclaimed or subject to environmental recovery, for modules of absorbing barriers.
-   the benefit of consumers and the quality of Made in Italy, are also introduced certain collateral requirements, efficiency and innovation of the systems, which are expected to respect the higher levels of incentive.
